凡 … (皆 / 均 / 者)

All who / whatever (凡…皆/均/者)

Structure 凡 + group(+ 者)+ 皆/均 + predicate

凡 (fán) covers an entire group with NO exception: "all who…", "whatever…". The sentence usually closes with 皆 (jiē) or 均 (jūn), both literary equivalents of 都, and the group can be nominalized with 者 (zhě, "the one(s) who"): 凡年满十八岁者皆可报名 = "anyone who has turned eighteen may register". It is the literary, normative version of 凡是…都… (HSK 5): you see it in laws, regulations, notices and formal prose. 皆 and 均 pick up the whole group and assert the rule holds for each member.

    All who break the rule shall bear responsibility.

    All those who register must submit their documents.
