一律 / 一概 / 统统
Uniformly / without exception (一律 / 一概)

These totalizing adverbs assert that something applies to EVERY case without exception, and they go before the verb. 一律 (yīlǜ) marks uniform treatment dictated by a rule: 迟到者一律不得入场 = «latecomers will not be admitted, no exceptions». 一概 (yīgài) usually combines with negation and sweeps a whole set: 过期产品一概退回 = «all expired products are returned». The sense is categorical: it covers the predicate's full scope and admits no nuance. In speech, the colloquial 统统 / 通通 (tǒngtǒng) is preferred: 把这些垃圾统统扔掉 = «throw out all this rubbish at once». Unlike 全部 (HSK 4), a neutral quantifier, 一律/一概 also impose the idea of a single rule or blanket cut.
