To aim to / with the intent of (旨在 / 意在)

Structure Subject (该政策 · 此举 · 该法案) + 旨在/意在 + verb (purpose)

旨在 (zhǐ zài) and 意在 (yì zài) introduce the PURPOSE of a measure, a rule or an act, followed directly by a verb: "aims to / is intended to / seeks to". 旨在 states the DECLARED, explicit goal (旨 = aim): 该政策旨在缩小贫富差距 "this policy aims to narrow the wealth gap". 意在 states the INTENT, sometimes veiled or inferred by the observer: 此举意在安抚民心 "the move is meant to placate the public", hinting at an underlying purpose. They belong to journalism and official documents; they replace colloquial 是为了… in elevated register.
