Take… as… (以…为…)

Structure 以 + A + 为 + B (regard A as B)

以…为… (yǐ… wéi…) is a formal pattern meaning "take A as B, regard A as B": 以健康为重 = "to prioritize health (treat it as paramount)". 这家公司以质量为主 = "this company focuses on quality". It’s formal/written; 为 here reads wéi (second tone). Common in slogans and descriptions.

Examples

我wǒ们men应yīng该gāi以yǐ健jiàn康kāng为wéi重zhòng。
We should put health first.
这zhè家jiā公gōng司sī以yǐ质zhì量liàng为wéi主zhǔ。
This company focuses on quality.
他tā以yǐ帮bāng助zhù别bié人rén为wéi乐lè。
He takes joy in helping others.
