进而 (jìn'ér) marks a progression: with the first thing done, one takes a FURTHER step toward something greater. 先稳定，进而求发展 = "first stabilize, and from there pursue development". It expresses neither consequence nor cause-effect but a staged advance; that sets it apart from 从而 and 因而 (HSK 5), which do mark a result ("thereby / hence"). Written, formal register, typical of news and essay prose. It is often preceded by 先… or 首先….

政zhèng府fǔ先xiān稳wěn定dìng物wù价jià，进jìn而ér推tuī动dòng经jīng济jì发fā展zhǎn。
The government first stabilizes prices and from there drives economic development.
