Even so / that said (尽管如此 / 话虽如此)

尽管如此 (jǐnguǎn rúcǐ) and 话虽如此 (huà suī rúcǐ) are concessive closing phrases that point ANAPHORICALLY back to what was just said —«如此» = "so / thus"— and then introduce the reservation. 尽管如此 ("even so, despite all that") is more neutral and written: 证据不足,尽管如此,他仍坚持己见. 话虽如此 ("that said, granted that's true") first concedes the other party's point and then qualifies it: it belongs more to debate and cultivated speech. Unlike the 尽管 of HSK 5, which precedes the conceded clause, here that clause has already been stated and the phrase gathers it up whole.
