就…而言 (jiù… ér yán) delimits the FRAME of reference for an assessment: "as far as… is concerned, from the standpoint of…". 就目前而言，没有更好的办法 = "for the time being, there's no better solution". It is the cultivated, journalistic counterpart of 对…来说 (HSK 5): 就 opens the aspect under consideration and 而言 closes it (the variants 就…来说 and 就…来看 are slightly less formal). It is common in essays, analysis and editorials to pin down "with respect to this particular point".

Examples

就jiù目mù前qián而ér言yán，没méi有yǒu更gèng好hǎo的de办bàn法fǎ。
As things stand, there is no better solution.
就jiù规guī模mó而ér言yán，这zhè家jiā工gōng厂chǎng是shì全quán国guó最zuì大dà的de。
In terms of scale, this factory is the largest in the country.
就jiù个gè人rén而ér言yán，我wǒ并bìng不bù赞zàn成chéng这zhè项xiàng决jué定dìng。
As far as I personally am concerned, I do not agree with this decision at all.
就jiù长cháng远yuǎn而ér言yán，环huán保bǎo比bǐ经jīng济jì增zēng长zhǎng更gèng重zhòng要yào。
