予以 / 给予 (to grant / carry out — formal support verb)

Structure (对 + object)+ 予以/给予 + action noun

予以 (yǔyǐ) and 给予 (jǐyǔ) are written-register "support" verbs that take a NOMINALIZED object, not a verb: 对违规行为予以处罚 = "violations will be penalized"; 给予高度评价 = "to rate highly". They belong to the same family as 加以 (HSK 5), but whereas 加以 is followed by a verb (加以解决), 予以/给予 are followed by a noun (予以处罚/支持/批准; 给予帮助/评价). 给予 leans toward "granting something to someone" (favorable); 予以 is more neutral-administrative. The negation 不予 (bùyǔ) means "to refuse": 不予受理 = "to decline to consider". Very typical of laws, official statements and the press.
