To apply (an action) to (加以)

Structure （对 + object）+ 加以 + two-syllable verb

加以 (jiāyǐ) is another formal "support" verb: it announces that an action (two syllables) will be applied to something already mentioned. 这个问题需要加以解决 = "this problem needs to be resolved"; 他的建议值得加以考虑 = "his suggestion is worth considering". The object comes BEFORE (often with 对); after 加以 only the verb follows. Very much written language.

Examples

这zhè个ge问wèn题tí需xū要yào加jiā以yǐ解jiě决jué。
This problem needs to be resolved.
他tā的de建jiàn议yì值zhí得de加jiā以yǐ考kǎo虑lǜ。
His suggestion is worth considering.
错cuò误wù的de地dì方fang应yīng该gāi加jiā以yǐ改gǎi正zhèng。
