Structure Subject + verb 1 + 并 + verb 2

并 (bìng) links two verbs or predicates in series with an additive, formal nuance: 会议讨论并通过了决议 = "the meeting discussed and passed the resolution". Unlike the more explanatory 并且 (which borders on HSK 4 and joins full clauses), this 并 sits directly between two actions of the same subject, without repeating it, and belongs to written and bureaucratic register. It commonly appears in minutes, laws and news to chain related verbs concisely. It does not introduce a new subject.
