基于 / 出于 …

Based on / out of (基于/出于)

Structure 基于 + grounds,… / 出于 + motive/feeling,…

基于 (jīyú) and 出于 (chūyú) both open the reason for an action, but point at different things. 基于 marks the objective GROUNDS, the data or considerations a decision rests on: 基于上述考虑,我们决定推迟 = "based on the above, we decided to postpone it". 出于 marks the MOTIVE or feeling that gives rise to the action, what drives it from within: 出于安全考虑 = "out of safety concerns", 出于好意 = "out of goodwill". In short: 基于 = what it rests on; 出于 = what it springs from.
