Based on / out of (基于/出于)

Structure 基于 + grounds，… ／出于 + motive/feeling，…

基于 (jīyú) and 出于 (chūyú) both open the reason for an action, but point at different things. 基于 marks the objective GROUNDS, the data or considerations a decision rests on: 基于上述考虑，我们决定推迟 = "based on the above, we decided to postpone it". 出于 marks the MOTIVE or feeling that gives rise to the action, what drives it from within: 出于安全考虑 = "out of safety concerns", 出于好意 = "out of goodwill". In short: 基于 = what it rests on; 出于 = what it springs from.

Examples

基jī于yú上shàng述shù考kǎo虑lǜ，公gōng司sī决jué定dìng暂zàn缓huǎn投tóu资zī。
Based on the above considerations, the company decided to defer the investment.
出chū于yú安ān全quán考kǎo虑lǜ，这zhè条tiáo路lù暂zàn时shí封fēng闭bì。
Out of safety concerns, this road is temporarily closed.
他tā这zhè么me说shuō完wán全quán是shì出chū于yú好hǎo意yì。
He said it entirely out of goodwill.
