Structure 可以说 / 不妨说，+ assessment the author endorses

可以说 (kěyǐ shuō), 'it can be said / one may state', introduces an ASSESSMENT the author treats as defensible and adopts as their own; it opens a conclusion that is measured yet firm (可以说，这是一次飞跃). It usually heads the clause, followed by a comma. 不妨说 ('one might well say'; 妨 reads fáng) is a more tentative, elegant variant: it offers the wording as a legitimate option, almost an invitation to accept it. Both belong to written register and cultivated commentary; they soften a blunt assertion without giving up the evaluation.

Examples

可kě以yǐ说shuō，这zhè是shì中zhōng国guó航háng天tiān事shì业yè的de一yī次cì飞fēi跃yuè。
It can be said that this is a leap forward for China's space industry.
可kě以yǐ说shuō，没méi有yǒu他tā的de坚jiān持chí，就jiù没méi有yǒu今jīn天tiān的de成chéng果guǒ。
It can be said that without his persistence, today's results would not exist.
不bù妨fáng说shuō，这zhè部bù作zuò品pǐn是shì他tā一yī生shēng思sī想xiǎng的de缩suō影yǐng。
One might well say that this work is the epitome of his lifelong thought.
可kě以yǐ说shuō，这zhè场chǎng改gǎi革gé奠diàn定dìng了le此cǐ后hòu数shù十shí年nián的de基jī础chǔ。
