可以说 / 不妨说

It can be said that / one might well say (可以说 / 不妨说)

Structure 可以说 / 不妨说,+ assessment the author endorses

可以说 (kěyǐ shuō), 'it can be said / one may state', introduces an ASSESSMENT the author treats as defensible and adopts as their own; it opens a conclusion that is measured yet firm (可以说,这是一次飞跃). It usually heads the clause, followed by a comma. 不妨说 ('one might well say'; 妨 reads fáng) is a more tentative, elegant variant: it offers the wording as a legitimate option, almost an invitation to accept it. Both belong to written register and cultivated commentary; they soften a blunt assertion without giving up the evaluation.
