Centering on / revolving around (围绕)

Structure 围绕 + topic-axis + (展开 / 进行 / 讨论)

围绕 (wéirào) marks the axis or central theme around which an activity is organized: "centering on", "revolving around". It is typical of news, reports and meetings, and usually closes with verbs such as 展开 ("to unfold"), 进行 ("to be carried out") or 讨论 ("to discuss"): 讨论围绕改革展开 = "the discussion centered on reform". The form 围绕着 with 着 also occurs. Literally 围绕 means "to encircle", which yields the figurative sense of taking something as the thematic core.
