By means of… in order to (以…来…)

Structure 以 + means + 来 + purpose/verb

以…来… (yǐ… lái…) links a MEANS or instrument with the PURPOSE it serves: 以减税来刺激消费 = "to stimulate consumption by cutting taxes". 以 (literary reading "yǐ") introduces the resource and 来 marks the end pursued through it. It is written register; in speech one uses 用…来… or just 来. Do not confuse it with 以…为…, which means "to take X as Y".
